Election set to approve tax rate

Voters in the Joshua ISD will go to the polls on Oct. 7 to approve the district’s tax rate for 2008-09.

In their meeting Monday, trustees set the election date, which is mandated by state law because the proposed rate for maintenance and operations is higher than allowed by law, said Jeff Rowland, director of finance.

The Legislature set the maximum tax rate at $1.04 per $100 valuation, he said, and if a district wishes to exceed that amount, it must have voter approval. The rate the district sets cannot exceed $1.17.

Trustees have proposed a rate of $1.17, which triggered the election.

Despite hitting the limit on the M&O rate, the district will lower the rate for debt service from 42 cents to 22 cents per $100 property value, for a total rate of $1.39, which is lower than last year’s total.

Trustees also approved an effective tax rate for the Johnson County campus of Hill College of about 2.6 cents, Rowland said. He did not have the exact figure. The effective tax rate is the amount needed to raise the same amount of funds as the previous year.

The district’s total property wealth has grown by about $450 million, he said, mostly because of the natural gas boom in the county. Rowland said that because of the increase, the effective tax rate is lower this year.

Last year’s rate was about 3 cents, he said.

Despite the increase in the district’s property wealth, it does not face the same difficulty as Godley ISD, which fell under provisions of Texas Education Code Chapter 41. Chapter 41 requires districts with a certain ratio of property wealth per student to finds ways of “shedding wealth” to bring them into compliance with the law.

Trustees also approved:

zx Intelocal agreements with Johnson County to fund school resource and absent student assistance program officers. The county will provide 20 percent of the funding for the officers, who are sheriff’s deputies, and the school will provide the rest.

zx Campus and district improvement plans for the coming school year. Each campus is required to prepare a plan that addresses student needs and submit it to the trustees for approval, Rowland said.
